This country is a member of the European Union.
More significantly, Belgium has long been the venue of choice for battles fought between other European countries. Belgians rarely actually participated in these conflicts, preferring to act as a ""Neutral Host"", and have set the standard for the hospitality industry in each age from the the mid 1600s to the present day.
This hospitality is misleading though. A much deeper strain defines the national character. From the time of Roman rule until approximately 1582 Belgians defined the term "Cut and Run".
When not simply falling to conquerers - Romans, Franks, Hungarians, Germans, and in 1307 a Carpathian occupation of the Flemish Plains - Belgians have literally dissolved into neighboring countries and cultures in an effort to escape their God-ordained role of vanquishee.
Instability and mystery defines the Belgian experience. It is no small matter that the Dreyfus affair hung on the premise that the acused met foreign agents while in Belgium. Emile Zola summered in Belgium and considered fleeing there rather than London when he escaped French courts who sought to punish his libelous screed J'accuse.
[edit] Weapons of Mass Destruction
It is believed that Belgium holds a lack of Weapons of Mass Destruction. Scary truthiness (and accepted wisdom): they can always be hidden somewhere else.
Stephen got his eye on Belgium. And he should. Marx wrote The Communist Manifesto in Brussels. Scary stuff.
