Scottish: somebody from Scotland. The word "Scottish" is the weak version of this. It shows indecisiveness. It allows for decision that the person, animal, object, or thing in question is not Scottish by providing a generic "ish" on the end, which could be easily altered to...say, British? English? Irish? Heaven forbid.
