Victory! (noun)

1. when good old-fashioned American semantic ingenuity is applied to any situation especially any military adventure of The Greatest Administration Ever
2. make goals whatever actually is happening (e.g. surge troop levels upward, expectations downward)

Etymology: Secretary of Defense Gates describing the success of the Iraq occupation on recruitment: "I am pleased to report that all active branches of the United States Military exceeded their recruitment goals for the month of December."

Troop levels exceeded "expectations" by 23%. This was achieved by simply lowered troop goals from 7000 to 700. Booyah! Old standards? 87% short. New standards? Hit it out of the park.
