- when good old-fashioned American semantic ingenuity is applied to any situation especially any military adventure of The Greatest Administration Ever
- make goals whatever actually is happening (e.g. surge troop levels upward, expectations downward)
Etymology: Secretary of Defense Gates describing the success of the Iraq occupation on recruitment: "I am pleased to report that all active branches of the United States Military exceeded their recruitment goals for the month of December."
Troop levels exceeded "expectations" by 23%. This was achieved by simply lowered troop goals from 7000 to 700. Booyah! Old standards? 87% short. New standards? Hit it out of the park.
